Ask an operations director how much of their plant was working last month and you will usually get a confident answer. Ask how they know, and the confidence drops.
The register says one thing, the hire desk says another, and the site that actually has the machine has not told either of them. Meanwhile another site hired one in.
The cost is paid twice
Idle plant is not a neutral cost. You pay for it twice over:
- Once for the asset that is not working — depreciation, insurance, tax, inspection, and the yard space it sits in.
- Again for the one hired in to do the job the idle machine could have done.
Neither cost appears as a line item anywhere, which is why it survives. Nobody approves a purchase order for “hire a machine we already own”. It just happens, one job at a time, across a year.
The number is usually larger than the finance team expects and smaller than the site teams fear. It only becomes arguable once it is measured at all.
Why the register is always wrong
Every business in this sector has an asset register. The problem is not its existence, it is that it describes intent rather than reality.
A register is updated when something is bought, sold or serviced. It is not updated when a machine moves from one site to another on the back of a low-loader at short notice, which is the event that actually determines where it is. The gap between those two rhythms is where accuracy is lost.
There are three practical symptoms:
- The same asset appears more than once, usually because it was entered by two people using different conventions for the same machine.
- Location is a site name, not a place, and the site name changed when the contract was renamed.
- Inspection status is tracked separately from location, so knowing where something is does not tell you whether it can legally be used.
None of that is solved by buying a better register. It is solved by changing where the data comes from.
Capture at the point the machine moves
The only reliable moment to record where plant is, is the moment somebody interacts with it. A pre-use inspection, a fuel entry, a defect report, a sign-off at the end of a shift — each one is a person confirming they are standing next to a particular machine on a particular site.
If those interactions feed the register, the register stays close to true without anybody being asked to maintain it. If they feed a separate paper process, the register decays and somebody spends a day a month reconciling it.
The practical requirements are unforgiving:
- It has to work offline, because the machine is often somewhere with no signal.
- It has to take seconds, because it competes with getting the job started.
- It has to work in gloves, in the rain, in bright sun, on the phone the operator already owns.
Software that ignores any of those gets filled in at the end of the week from memory, which is worse than nothing because it looks like data.
What becomes possible once it is accurate
Once location, inspection status and utilisation are on the same record, some questions become answerable that previously were not:
- Which assets have not moved in six weeks?
- Which sites are hiring in a category we own?
- Which machines are approaching an inspection date while sitting idle?
- What did utilisation look like by site and by week across the last quarter?
That last one is the one that changes behaviour, because it turns allocation from a phone call into a decision. Off-hire prompts for idle kit fall out of it almost for free.
Where we have done this
ECS Group Command tracks plant and assets across nine service areas — rail, power, plant, civils, training and the rest — with live location, inspection status, certification and utilisation reported by site and week. Site work is captured once on a phone, offline where there is no coverage, and syncs when signal returns.
Utilisation had been a blind spot: plant sat idle on one site while another hired in. Making it visible did not require a new register. It required the register to be fed by the people already touching the machines.
